ICANN 的全稱是 The Internet Corporation for Assigned Names and Numbers（互聯網名稱與數字地址分配機構），是美國商務部下屬的一個非營利性的國際組織，全球域名最高管理機構。要成為國際頂級域名注冊商，首先需要通過 ICANN 的認證。ICANN 認證具有嚴格的審查規范及認證標準。所有申請從事頂級域名注冊的公司必須具備足夠能力從技術上、經營上保證注冊業務的持續性和穩定性。認證資質包括域名注冊的專業技術能力、國際化的服務標準、足夠的商業責任擔保（例如100萬美金以上）、充裕的資金運營證明、一定的公司規模等等。通過 ICANN 的認證，即是證實具備開展域名注冊服務的信譽與資格；同時由于直接獲得授權，域名價格達到最低，以注冊商身份直接管理客戶、提供更好的服務，客戶因此得到更多保障。在技術實現方面，只有通過 ICANN 認證，繼而獲得資格完成各個國際域名注冊局的 OT&E 技術測試，開放程序與注冊局提供的注冊接口連接，才能向公眾正式提供各類國際域名的實時注冊服務。通過該認證即證明企業具有良好的開展域名注冊服務的資格及很高的信譽度。
